New U.S. policy–according to James Risen in today’s NYT, there’s now a list of 50 Afghan drug lords on a kill or capture list that elevates them to the same importance as insurgent leaders. It’s quite a turnaround from previous policy and the “kill” part of it raises legal questions and poses some serious dilemmas. I did a story for TW today with commentary from Gretchen Peters, author of the book Seeds of Terror, as well as law of war experts Scott Silliman and Robert K. Goldman.
